So, what is Local Law 97 compliance really about? And more importantly, what can we do to reduce carbon emissions without gutting our buildings?
If you own or sit on the board of a building in New York City, you know Local Law 97 exists. What it actually requires of your building is where the confusion starts. As part of the Climate Mobilization Act, Local Law 97 targets the city's biggest emitters: buildings over 25,000 square feet. Since 2024, those buildings have had to stay under strict emissions limits or pay $268 per ton of CO₂ over the cap, every year. The caps tighten in 2030 and again in 2035, 2040, 2045 and 2050. It's the most ambitious climate laws in the world, and it's already in effect.
So what does Local Law 97 actually say?
The law states its own purpose. The findings put it plainly: cut greenhouse gas emissions from buildings 40 percent by 2030 and 80 percent by 2050. That's the goal, written into the statute, not read into it afterward.
The way the law gets there is an emissions limit. Your building's emissions are calculated as fuel consumed times a coefficient for that fuel, and the law itself (Section 28-320.3.1.1) directs the Department of Buildings to set coefficients for fuels it doesn't already list. Local Law 97 is a performance standard. It picks the outcome, not the method. It doesn't say "electrify." It says "reduce emissions," and it leaves the how to you.
Anyone telling you the "intent" of the law is a specific technology is describing their preference, not the statute.
